4. My response : Moderate Muslims do exist. But, of course, they constitute a very small movement when compared to the Islamist onslaught. This means that the American government and other powerful institutions should give priority to locating, meeting with, funding, forwarding, empowering, and celebrating those brave Muslims who, at personal risk, stand up and confront the totalitarians.
   फिर भी मेरा उत्तर है कि नरमपंथी मुसलमानों का अस्तित्व है। यह मैं भी मानता हूँ कि उनका कोई आन्दोलन नहीं है परन्तु इस्लामवादी आक्रमण के मुकाबले वे मामूली संख्या में हैं तो अवश्य। इसका अर्थ हुआ कि मेरा तर्क है कि अमेरिकी प्रशासन तथा अन्य संस्थाओं को उन साहसी मुसलमानों की खोज करनी चाहिये, उनसे मिलना चाहिये, उन्हें सशक्त करना चाहिये , आगे बढ़ाना चाहिये, सशक्त करना चाहिये और उनका सत्कार करना चाहिये जो व्यक्तिगत रूप से अपने जोखिम पर अधिनायकवादियों का मुकाबला कर रहे हैं।

   फिर भी मेरा उत्तर है कि नरमपंथी मुसलमानों का अस्तित्व है। यह मैं भी मानता हूँ कि उनका कोई आन्दोलन नहीं है परन्तु इस्लामवादी आक्रमण के मुकाबले वे मामूली संख्या में हैं तो अवश्य। इसका अर्थ हुआ कि मेरा तर्क है कि अमेरिकी प्रशासन तथा अन्य संस्थाओं को उन साहसी मुसलमानों की खोज करनी चाहिये, उनसे मिलना चाहिये, उन्हें सशक्त करना चाहिये , आगे बढ़ाना चाहिये, सशक्त करना चाहिये और उनका सत्कार करना चाहिये जो व्यक्तिगत रूप से अपने जोखिम पर अधिनायकवादियों का मुकाबला कर रहे हैं।

Rep. Sue Myrick (Republican of North Carolina) rightly notes that the policy paper “raises more questions … than it answers.”
   एकमात्र शब्द सशक्त करना के द्वारा यह माना गया है कि इस्लामवाद का खतरा एक छोटे सा गुट “ अल कायदा और उसके सहयोगी और उससे लगाव रखने वाले ही हमारे देश के लिये गम्भीर आतंकवादी खतरा हैं” । यह इस्लामवादी आंदोलन के उस 99 प्रतिशत की अवहेलना करता है जो कि अल कायदा से सम्बद्ध नहीं है जैसे कि वहाबी आंदोलन, मुस्लिम ब्रदरहुड, हिज्ब उत तहरीर, ईरानी सरकार, हमास, हिज्बुल्लाह, जमात उल फुक्रा और इसके अतिरिक्त अन्य स्वयंभू भेडियों का कहना ही क्या? रिपब्लिकन सू मायरिक ( उत्तरी केरोलिना के रिपब्लिक) ने उचित ही कहा है कि इस नीतिगत प्रपत्र ने जितने उत्तर नहीं दिये है उससे अधिक तो प्रश्न खडे कर दिये हैं।
